Bitmain Antminer S9 w/ PSU & Cord 2 working hash boards see description

Description

The miner boots and 2 of the 3 hash boards boot up and start mining as they should.  The other one does not boot and does not have a red light on it.  I have it marked by tape over the power connectors.  I do not know what is wrong with hash board that does not light up.
Fans have been replaced with new ones.
Unit was purchased used from eBay.  I do not know the previous history of the unit and also do not know whats with of all the silicon on the outside of the unit, thats how I received it.
Unit also has scratches and signs of wear on the outside of the miner and the power supply.
Power supply works as it should and shows no signs of issues
Unit is as is for parts or repair.
